well coz really the only fing tha' zombies need to function is th brain, coz i' controls the hungers for flesh an the muscle movemen'. so, therefor severin the head removes the nerves tha' control the muscle movemen, an destroyin the brain wipes i' out completely. i's very simple when you fink abou' i', really.
