In order to generate and maximize public-private sector cooperation in housing the following important measures are proposed:
1.Task force: A task force should be constituted to suggest measures that are necessary to foster public-private sector cooperation in housing not only to mitigate the backlog in housing, but also to improve the housing conditions substantially.
2.Housing Technology: Concerted efforts should be made by undertaking an housing technology mission to evolve appropriate technology to achieve speed, economy, and quality in housing construction in actual practice by enlisting public-private sector cooperation.
3.Development of Private Sector: Housing agencies should be encouraged by offering all possible support to make their operations cost effective and to attract more financial investments in housing construction by introducing modern management techniques.
4.People’s Participation: This type of participation should be fully utilized to enable them to build houses largely through private initiatives, personal efforts and with their own resources along with adequate support of the government and other public sector agencies.
5.National Housing Policy: This policy should be reviewed to give proper direction to housing the programmes in a time-bound manner, especially for eradicating inadequacies in housing for the poor and low-income families.
Due to the implementation of this plan in a phased manner in Kochi Apartments and other housing units are witnessing a boom when the housing sector is witnessing a severe recession in other parts of the world. The people’s participation in the housing boom is rather phenomenal. Better housing technology is also being applied here.
